Based on the income levels set out by the World Economic Forum (WEF) in its Global Competitiveness Report. However, the groupings are slightly different due to the numbers of economies covered. For GEM, the low income group contains both those classified as low income and lower middle by WEF, and the middle income group has those that WEF groups as upper middle. High income is the same for both GEM and WEF.

  • Entrepreneurship in Luxembourg has suffered the consequences of the COVID-19 pandemic. Entrepreneurial activities are in decline in Luxembourg in 2020, and some of the measurement indicators are at their lowest since 2013, year in which Luxembourg joined the GEM project. Despite the overall negative impact of the pandemic, some entrepreneurs report that the COVID-19 crisis has provided them with new business opportunities to pursue.

  • ENTREPRENEURSHIP ACTIVITY HAS SLOWED DOWN IN 2020. THE CREATION OF NEWS COMPANIES INCREASED OVER THE LAST MONTHS. Entrepreneurial activities have slowed down in Europe during 2020. Luxembourg suffered a decrease comparable to other European countries. However, recent data from the Luxembourg Business Register indicate there are reasons for optimism given a rebound in new business formation of 20% during the first five months of 2021.
